Since 1993, to
acquire a marine dumping permit under the Dumping At Sea Ordinance
(DASO) legislation from the Environmental Protection Department
(EPD) requires the installation of an Automatic Self Monitoring
Device (ASMD) which monitors and records the vesselˇ¦s position
and dumping activities while at sea. The recorded data is required
by EPD to ensure that any loading or dumping operations are
compliant with the regulations.
The ASMD enables the EPD to retrieve the information directly
from the vessel but only through manual means. The introduction
of the new Front End Mobile Units (FEMU) M813 enables the EPD
to monitor, record and retrieve the vessel position and dumping
activities data in real-time by remote access from their control
centre known as the Real Time Tracking and Monitoring of Vessels
System (RTTMV). The FEMU M813 is now one of the criteria for
obtaining the marine dumping permits in Hong Kong. |
The FEMU M813 consists of:
One electronic processing unit (EPU);
One data collection module for interfacing to the sensors (SEN);
One General Packet Radio Service (GPRS) modem + antenna;
One power management module (PMM);
One GPS receiver + antenna;
One draught sensor;
One network camera + protective enclosure;
One network hub;
One SD (Secure Data) card reader;
One CF (Compact Flash) card interface and card;
One keypad;
Three security locks;
One buzzer;
One flash beacon;
One battery;
One LCD (liquid crystal display) unit;
One enclosure for housing the EPU, SEN, GPRS, PMM, GPS receiver,
network hub, SD card, reader, CF card interface and card, keypad,
security locks and LCD.
